 Message

Over the years, the Ethiopian Civil Service has experienced various successes and failures. The government has taken and continues to take various quality improvement measures to increase the quality of the services in addition to expanding the access to the services provided by the offices it manages and controls. Institutions should work hard to fulfill their responsibilities to increase the quality of their services and to increase customer satisfaction, and to fulfill the basic goals of their institutions to effectively fulfill the directions given by the government and the responsibilities assigned to them by the public.

Business process reengineering (BPR), result oriented system (balanced scorecard (BSC), change army, kaizen management philosophy (kaizen), citizen charter citizen charter) and recently the concepts of deliverology are mentioned.

On the other hand, it is believed that it is important to lead, monitor, evaluate and develop these works in a structured manner, and Institutional Reform Chief Executive have been set up at the office level in universities. Accordingly, Mattu University in 2005 At the directorate level, he has been doing the above-mentioned works as "Directorate of Institutional Change and Good Governance". By 2024, according to the new structure of the Civil Service, the name of the work unit has been changed to " Institutional Reform Chief Executive" and it has been working.

Executive overview of Institutional Reform Chief Executive

One of the top management positions in higher education institutions is the Institutional Reform Chief Executive. The unit is a working unit that designs the change activities and service delivery issues carried out by the institution in detail, and according to the assigned role, the institution can carry out its national mission at a higher level.

The main function of the work unit

Ø  Ensuring through Job Evaluation & Grading (JEG) that improvement tools such as Business Process Improvement (BBR), Balanced Scorecard (BSC) and Kaizen are implemented according to the structure and guidelines previously approved by all departments of the University.

Ø  Assessing the problems encountered during the implementation of rehabilitation tools, identifying the causes of the problems, suggesting solutions to the problems and monitoring their implementation.

Ø  Evaluating the impact of improvement tools on customer satisfaction and to identify any gaps in need of improvement and monitor their performance.

Ø  Facilitate, support and monitor conditions for various departments and colleges to implement institutional change tools.

Ø  Supporting and monitoring the implementation of Kaizen philosophy in the office, laboratory, workshops and various departments.

Ø   Develop and ensure proper implementation of operational standards and citizen charter framework in all departments

Ø  Use different media (brochures, letters, internet, TV screens and leaflets) to disseminate the results of the change tools to stakeholders and relevant users.

Ø  Drawing up and implementing a list of leadership positions held by academics

Ø  Follow up and replace the academic leaders who have completed their tenure with the relevant bodies.

Ø  Discussing with teachers about academic leadership positions

Ø  Strengthening the procedure system for customers to submit complaints and complaints about the institution's service delivery, collect feedback and organize findings for further planning.

Ø  Promoting the best practices in the university

Ø  Expanding and monitoring the use of work process improvement tools in other universities and institutions, taking them as best practices and following them.

Ø  Ensuring and monitoring the implementation of work process improvement tools carried out by the university in each work department to ensure that they are focused on the vision and mission of the university.

Ø  Preparing an evaluation platform for the university community

Ø  Identify the strengths and weaknesses of the university by surveying its structural strengths and weaknesses; Based on the results, proposing structural improvements.
